The Municipal Parking Perspective will consider how ideas and concepts should be evaluated to transform them into practical, realistic solutions. We will introduce the types of questions that you should ask, clever tips and tricks for framing solutions, as well as the importance of relying upon data when parking becomes too political. Rather than conceding to band-aid solutions or pushing a problem from one area to another it is important to consider parking management comprehensively. The interactive session will incorporate a variety of municipal perspectives which will allow you the opportunity to learn from their direct experience and role within the municipality.  

Police & Parking Management – The Story of Parking in Seal Beach City of Seal Beach Police Department - Chief Phil Gonshak & Captain Mike Ezroj

Public safety is inarguably a priority, but for law enforcement parking is often the loudest voice they hear. Through an interactive discussion, we will investigate the most dreaded, yet inevitable annoyance of all in policing: parking policies. Seal Beach Police Department will share their experience transitioning parking management responsibilities to the police department from other city departments. The overview will chronicle not only the significance of automation and efficiencies within the program but also the swift transformation of parking management within the City due to department shifts that began before and throughout the pandemic. Learn how the Seal Beach Police Department is now driving change with the utilization of data and paid parking to build upon other initiatives. The Police Chief and Captain will provide a summary of the unique challenges, processes, and successes associated with the recent transition.

City of Oceanside – Ordinance Enforcement Supervisor Bryan Forward

Bryan Forward is preparing to retire after 34 years supporting the City of Oceanside. He has filled multiple roles managing construction projects, regulatory site operation, community housekeeping, and for the last 22 years running the City’s comprehensive municipal parking enforcement program. Bryan will provide a retrospective of his lessons learned and share a reality check regarding his experience supporting a popular San Diego beach community and the evolutions and impacts of parking management.
