NPA’s Harwood Leadership Award Goes to Toledo Ticket’s Roy Carter

March, 2016

By Christina Garneski

The National Parking Association (NPA) has recognized Roy L. Carter, Chairman and CEO of The Toledo Ticket Co., with the parking industry’s highest honor: the Brett Harwood Leadership & Legends Award.

The prestigious national honor recognizes lifelong leadership, excellence and integrity. The award was presented to Carter last month at the NPA Winter Leadership Forum in Hawaii.

“The NPA Board of Directors selected [Roy] Carter as its 2016 honoree for his industry advocacy, dedication to industry education, and focus on building networks among parking peers throughout the industry,” said NPA President Christine Banning, CAE.

Banning added: “Roy Carter has been a lifelong champion of the parking industry. His ability to rally the industry and build ongoing support for parking education, industry scholarships and support of the

Parking Industry Institute are hallmarks of his leadership.”

Carter is a long-time member of NPA, having served on the Board and as Chair of the NPA Supplier Committee for more than 20 years. He was the first industry supplier to serve on the Executive Committee of the NPA Board of Directors. During his tenure on that Board, Carter was an advocate for industry education, networking, and the value of building a strong and vibrant parking industry in all sectors.

His lifelong industry leadership, support and advocacy are credited with having helped advance the parking profession. He is a member of the Ohio Parking Association, where he served

on the board, and of the Michigan Parking Association.

Carter joined The Toledo Ticket Co. in 1960, following his tour of duty with the U.S. Navy. In the 1970s, he became its President. Today, he serves as Chairman and CEO alongside two of his sons, Thomas L. and Roy-Grant, who operate the company.

The Board of Directors of NPA established the Brett Harwood Leadership & Legends Award in 2013 to honor lifetime achievement in parking industry leadership. Carter, the third recipient of the award, was honored Feb. 3 at the association’s Winter Leadership Forum at The Ritz-Carlton in Kapalua, Maui.
