BPA’s ‘Safer Parking’ Program Reinforces View that Police Role is Preventing Crime
The British Parking Association (BPA) supports the view of the Chief Inspector of Constabulary for England and Wales, who said that the principal function of the police is to prevent crime.
Speaking at the Royal United Services Institute (RUSI) in late April, Tom Winsor said that the “primary purpose of the police is the prevention of crime and disorder.” He also said that crime prevention is “not the sole obligation of the police,” and that other “agencies and emanations of communities and the state” have a role to play in helping to prevent crime.
The BPA, in collaboration with the Association of Chief Police Officers, promotes the “Safer Parking” plan, encouraging BPA members and other parking operators to improve safety standards in carparks throughout the UK.
Police-accredited assessors evaluate participating carparks, awarding the Park Mark Award to those that qualify. Parking facilities that achieve the award have measures in place designed to reduce crime and the fear of crime.
Kelvin Reynolds, its Director of Policy and Public Affairs, said the BPA agreed with Winsor’s assertion that “citizens should rediscover and discharge their common obligations to cooperate with the police ... in the detection and prevention of crime.” He added that “carpark operators fulfill their obligations when they sign up to the ‘Safer Parking Scheme,’ and are helping to prevent crime, reduce the fear of crime and raise standards in Britain’s carparks.”
